VOSA has recently published their latest Effectiveness Report and this can be downloaded via the www.gov.uk website on the following link

As can be seen this contains a large amount of statistical data on VOSA’s operation for 2012/13, not only MOT but their other activities as well, e.g HGV testing, roadside inspections etc.

One of the criteria that VOSA measure is the MOT Test Error Rate, which is obtained from the random re-inspections that VOSA carry out on recently conducted MOT tests. The latest report shows a slight improvement at 12.9% compared to 2011/12 where it was 14.6%. Better but obviously still a concern that more than 1 in every 10 vehicles VOSA re-inspect on the day of test they judged to have had the incorrect result recorded.

On the MOT disciplinary side, the number of AE’s withdrawn (after appeal) is almost the same as previously with 100 sites being withdrawn (101 in 2011/12). However, the number of NT’s withdrawn in 2012/13 was 145 - an improvement on the 162 in 2011/12.

What has increased considerably is the number of formal warnings issued by VOSA to AE’s, 791 in 2012/13, compared to 620 in 2011/12.

Another statistic that is not good news is how there has been no improvement in the high initial MOT failure rate for class 7 goods vehicles. In fact, for the last three periods, it has hardly varied, 49.5% (2010/11) 49.8% (2011/12) 49.7% (2012/13.) The fact that nearly half the class 7 vehicles on the road have defects which do not even meet the minimum standard of the MOT is concerning and shows a need for increased maintenance and checking of light goods vehicles. This is mirrored by VOSA stating that half of the light goods vehicles they stop at roadside enforcement checks receive a prohibition.

Special Notice 6-2013

This Special Notice has caused even more confusion amongst MOT stations and testers in relation to the revised brake test procedures and calculation.

VOSA have clarified to us that this special notice is just to inform the trade that they are aware of certain problems with the new brake tests and are taking steps to help this.

It is not saying the change in ignoring balance when the lowest reading brake locks has been implemented yet, a further special notice will be issued when the change occurs.
